Power Tool Dragon is a card from the "Machinery Madness" booster set, which was released before Stardust Accelerator.
Stardust Accelerator came out in 2010, while Machinery Madness was released in 2008. Therefore, Power Tool Dragon would not be available in Stardust Accelerator.
