Here's why:
* Rock Climb was introduced in Pokemon Diamond and Pearl. The original Pokemon Diamond only had the following HMs: Cut, Fly, Strength, Surf, Waterfall, and Flash.
* HM07 (Rock Climb) was first available in Pokemon Platinum. This is the sequel to Diamond and Pearl.
If you're looking to use Rock Climb in Diamond, you'll need to play Pokemon Platinum instead.
