Can Lugia learn electric type moves on Pokemon soul silver?

Lugia cannot learn any Electric-type moves in Pokemon SoulSilver, including by breeding or using TMs/HMs.

Lugia's learnset is limited to Psychic, Flying, and Water-type moves.
