Where can you get a Pokemon that knows thief in pearl?

You can't get a Pokemon that knows Thief in Pokemon Pearl.

Thief was introduced in Generation IV (Diamond, Pearl, and Platinum), but it wasn't a move that could be learned by any Pokemon in those games.

You can teach Thief to Pokemon in later games, but it's not available in Pearl.
