Ditto can be found on Route 218 (specifically, in the tall grass near the trees) in Pokémon Pearl. To catch a Ditto, it is important to note that it transforms into the first Pokémon in the player's party. Therefore, to successfully capture a Ditto, you should have a lower level Pokémon (preferably with higher speed) at the start of your party, and a weakened Pokémon or one you do not intend to use at the end. As soon as you encounter a Pokémon with a red glow around it, make sure the transformed Ditto is weakened, and catch it as you would catch any wild Pokémon.
