When you defeat the 6th gym leader and become eligible to fight the Pokemon league, return to Canalave Library. You’ll find him to the back right when first walking in. Beating him in the Pokemon battle that initiates at this encounter will lead to his moving from the Sunyshore entrance, allowing entry.
