They were both banned in the past, though, for different reasons:
Chaos Sorcerer:
* Banned in 2005: It was incredibly powerful in its time, being able to summon itself and use its effect to destroy multiple monsters. This made it a very dominant card, disrupting the game's balance.
* Limited in 2008: It was allowed back in the game, but with a limited restriction, only allowing players to have one copy in their deck.
* Currently: It is not banned or limited.
Witch of the Black Forest:
* Banned in 2005: It was also considered overpowered for its ability to search for any spell or trap card. This made it incredibly consistent and allowed for powerful plays to be made with ease.
* Limited in 2007: Similar to Chaos Sorcerer, it was allowed back in the game with a limit of one copy per deck.
* Currently: It is not banned or limited.
