In Pokemon Firered what does the braille next to ruby mean?

The Braille next to Ruby in Pokemon FireRed doesn't actually mean anything. It's a visual design choice, meant to resemble a "sparkling" effect around the name "Ruby".

It's not related to any kind of code or secret message.
