Torchic is a starter Pokemon exclusive to Pokemon Ruby and Sapphire.
In FireRed, your starter choices are:
* Charmander (Fire)
* Squirtle (Water)
* Bulbasaur (Grass)
You can, however, obtain Torchic through trading with someone who has a copy of Ruby or Sapphire.
