Heartgold-ultimate moves guy wont teach my Pokemon a move?

The move tutor in HeartGold and SoulSilver requires a Heart Scale in exchange for teaching a Pokémon an exclusive move. Heart Scales can be obtained by defeating wild Chansey, Blissey, or Happiny, or as a rare drop from wild Luvdisc.
