What level in the radio tower is expn card on Pokemon silver?

The EXP.N Card is not found in the Radio Tower in Pokemon Silver. It's actually found in the Goldenrod Department Store.

Here's where you can find it:

* Go to the Goldenrod Department Store.

* Head to the 4th floor.

* The EXP.N card is in a room on the left side of the floor, behind a bookshelf.
