This was achieved by Mewtwo & Mew-GX from the "Cosmic Eclipse" set. It's worth noting that GX cards are no longer in standard play, so you won't see this card in competitive tournaments anymore.
There are currently no Pokemon cards in standard play with higher HP than 390.
