Has there ever been a dead heat at the eurovision song contest?

There have been four instances of ties in the history of the Eurovision Song Contest.

1. 1969

The first dead heat occurred in 1969 when the songs from Spain, France, the Netherlands, and the United Kingdom all received 18 points. The presenters announced the countries as joint winners. However, following this announcement, it became apparent that a mistake had been made and the Netherlands had actually received 19 points, placing first.

2. 1991

The second dead heat occurred in 1991 when the songs from Sweden and France each received 146 points. The presenters did not announce the countries as joint winners and left the final decision to EBU. It was eventually decided that Sweden had won the contest due to receiving more top scores (4 vs France's 2).

3. 2013

The third dead heat occurred in 2013 when the songs from Denmark and Azerbaijan both received 281 points. After a series of tiebreakers, Denmark was declared the winner.

4. 2018

The fourth dead heat occurred in 2018 when the songs from Israel and Cyprus each received 432 points. The hosts of the contest used the then standard tie-breaker (higher overall total of the individual juries' votes) to declare Israel as the winner. The hosts also announced shortly afterwards that the system would change from 2019 onwards to the average individual jury score.
