In order to obtain the Surf HM in Pokemon Orange, you will need to progress through the game until you reach Slateport City. Once there, you will participate in a short contest against your rival. After winning, you will receive the Acro Bike and the ability to use the move Waterfall. Follow these steps to obtain Surf:

1. Travel to Mauville City and enter the Pokemon Center. Speak with the sailor next to the fountain inside and he will give you the HM for Waterfall.

2. Find Route 120 east of Mauville City and use Waterfall on the waterfall by the entrance.

3. This will take you to Route 121. Defeat the team Magma Grunt near the entrance and go inside the cave to find the secret passage.

4. Inside the passageway, you will Surf across a shallow pool. Go to the end of the route to find the HM for Surf.
