Lapras is only available in Pokémon Silver version in the following ways:
* Lake of Rage: After defeating the Elite Four and becoming the champion, you can find Lapras in the Lake of Rage.
* Trade: You can trade with someone who has a Lapras from Silver version.
If you want to get Lapras in Gold, you'll need to trade with someone who has a Silver version.
