How do you get to the Silver Surfer in Fantastic Four rise of ps2?

You can't get to the Silver Surfer in Fantastic Four: Rise of the Silver Surfer for PS2. The game doesn't feature the Silver Surfer as a playable character or have a specific quest to get him.

The Silver Surfer is the game's main antagonist, and you primarily fight against him as the Fantastic Four throughout the story.
