He was the main antagonist in Pokemon Red and Blue, but in FireRed and LeafGreen, he is replaced by Archie (leader of Team Aqua) and Maxie (leader of Team Magma) depending on which version you are playing.
While you don't encounter Giovanni directly in FireRed, you can find him in Pokemon Yellow, where he is the leader of Team Rocket.
