Where is the move tutor in Pokemon heartgold?

There is no Move Tutor in Pokémon HeartGold. The closest equivalent is the Move Relearner, found in Goldenrod City in the Game Corner.

The Move Relearner allows you to teach your Pokémon moves they have previously learned, but not moves they haven't learned before.
