Why does Hale believe Abigail rather than Tituba in The Crucible?

In The Crucible, Hale does not initially side with Abigail; it's John Proctor's testimony against Abigail and the other girls that makes him reconsider the situation. It's only when Abigail accuses Tituba of witchcraft that he fully believes her.
