Singh was born in 1932 in a village in Uttar Pradesh, India. He received a MA in history from the University of Allahabad in 1955. He then joined the Indian Administrative Service and served in various capacities for over three decades. After retiring from the IAS, he worked as a visiting professor at several universities in India and the United States.
Singh has received numerous awards for his work, including the Padma Bhushan, one of India's highest civilian honors. He is a Fellow of the Royal Historical Society and the Asiatic Society of Calcutta.
