Who says poverty but not my will in Romeo and Juliet?

The phrase "poverty but not my will" is spoken by Romeo in Act 2, Scene 2 of Romeo and Juliet. Romeo says this line as he is lamenting his love for Juliet, who is from a wealthy family, while he is from a poor family.
