* Route 36: You can find a Scissor on the ground in the grassy area of Route 36. This is the most common place to find one.
* Goldenrod Department Store: There is a Scissor on the third floor of the Goldenrod Department Store, near the counter.
* Cianwood City: You can find a Scissor inside the house to the west of the Pokémon Center.
Keep in mind that finding a Scissor is somewhat random, so it might take a few tries to find one in any of these locations.
