Comiso was born in Sorsogon City on February 18, 1963. He graduated from the University of Santo Tomas with a degree in law. He worked as a lawyer before entering politics.
Comiso was first elected to the Sorsogon Provincial Board in 2004. He served as board member for three terms. In 2013, he was elected governor of Sorsogon. He was re-elected for a second term in 2016 and a third term in 2019.
As governor, Comiso has focused on infrastructure development, education, and healthcare. He has also worked to promote tourism and economic development in the province.
Some of Comiso's notable achievements include the completion of the Sorsogon International Airport, the establishment of the Sorsogon State University, and the construction of the Sorsogon Provincial Hospital. He has also been praised for his efforts to combat illegal logging and mining in the province.
Comiso is married to Evelyn Comiso and they have three children.
