Scan your picture in to a computer or take it to a photo lab and have them scan it and put it on a disk. Print off the picture on regular printer paper. f you are doing a small silhouette that is the size of the image, cut the shape of the silhouette out of the picture and skip Step 2.
Enlarge your image with an overhead projector or computer projector. If you use a computer projector, you do not need to print the photo. Adjust the size of the image until it is the desired size.
Place the plywood or particle board behind the projection or place the picture on the board. Use the tape to hold the picture in place.
Trace the outline of the silhouette onto the plywood or particle board. Be exact and make sure all the outlines are drawn. Turn off the projector or remove the paper when you are done.
Lay the board on the ground or saw horses and start cutting the wood along the edges. Get as close to the lines as possible.
Sand all the edges of the wood to make them smooth. Pay close attention to any rounded edges and rough cuts. Stand back and look at the silhouette, to make sure it has the effect you desire.
Paint the entire silhouette one color. The normal color used is black, but any color will do. Allow the paint to dry and add a second coat. If the silhouette is going to be outside subjected to rain and sunlight, apply a water sealant to the wooden silhouette, to make it last longer. Small picture sized silhouettes can be placed in a frame and hung on the wall.
