Is there a trainer with tropius in poemon soul silver?

You can't encounter Tropius in Pokemon SoulSilver. Tropius is a Grass/Flying type Pokemon that was first introduced in Generation IV (Pokemon Diamond and Pearl). SoulSilver is part of Generation II (Pokemon Gold and Silver), so Tropius doesn't exist in that game.
