* Using a Colour-Changing Item: Some items, like certain clothes or accessories, can change your Neopet's colour while they're wearing them.
* Using a Paint Brush: You can use a regular Paint Brush to change your Neopet's colour to a different colour within its species.
So, while you can't get a magical paint brush on Neopets, you still have other options for changing your Neopet's colour!
