Measure out 2 feet of wire for each angel. Clip the length of wire with the wire cutters and loop the wire into a circle that is about 2 inches in diameter. Pinch the circle into an oval shape and twist it three or four times at the center so that the wire forms a figure eight.
Hold the wire in the figure-eight shape at the center so that the top section of the eight is pointing toward the ceiling, and the bottom loop points toward the floor. Separate out the bottom loops of the eight evenly into a fan shape. This will be the skirt of the angel.
Divide the top loops into five sections, one for each wing, the head, the halo and one for the arms. Pull two of the loops out to each side to form the wings. Each of the sections can have multiple wires, but distribute them evenly so that one wing will not be thicker than the other.
Bend one of the top sections in the center between the two wings. Pull it down so it juts out perpendicular from the center twist. Twist this section to form another figure eight and fold it back upon itself to form a smaller circle. This circle forms the arms of the angel. Form the head of the angel in the same fashion that the arms are formed: by twisting a section into a smaller circle. Orient the circle so that it is flat between the wings instead of perpendicularly as the arms were.
Pull the last section of loops behind the head of the angel and twist it into a long stem that rises straight towards the ceiling. Leave a small space at the end of the twist to pull over the head of the angel to form the halo.
Dab a drop of hot glue onto the flat side of the lapel pin and quickly place the center twist of the angel onto the glue.
