You will need to examine a color wheel before attempting to create one. Begin by finding the primary colors: red, blue and yellow.
Examine a color wheel with many transitions and notice how the primary colors are the basis of transition. Red and yellow become orange, so orange is between red and yellow. Likewise, red and blue become purple, so purple must be between red and blue.
Now examine a color wheel of varying shades of the primary colors. You can find many different color wheels but note how their transitions always follow the same pattern of progression from primary color to primary color.
Choose a color wheel that you feel comfortable with.
Locate three objects in the three primary colors: red, yellow and blue.
Locate objects that exist in the transition between these primary colors: orange, green and purple.
If you are using a more complex color wheel, compare objects to each section of your wheel and line them up accordingly.
Arrange your final objects in a circle with their edges touching in the center to form the shape of the color wheel.
