Where can I get the skill cut in orange Pokemon version?

You can't get the Skill Cut in Orange version!

It's not possible to obtain the Skill Cut in the Orange version. It was introduced in the Emerald version of Pokemon, and you can only get it in the Emerald, Diamond, Pearl, Platinum, HeartGold, and SoulSilver versions of the game.
