Why did pan-africanists create the exhibit of American negroes at 1900 world fair?

Pan-Africanists did not create "The Exhibit of American Negroes" at the 1900 Exposition Universelle in Paris. That exhibit was created by the US government and African-American entrepreneur Thomas J. Calloway.
