In the Hunger Games why does author use Shakespeare character names?

There are actually not many direct references to Shakespeare characters. Effie Trinket's name comes from the character Euphemia the jester in the Henry IV plays and Cressida's name is based on the Trojan woman in Shakespeare's play by the same name.
