Who are Mundungus and Fleur in Harry Potter?

Mundungus Fletcher is a wizard and a former member of the Order of the Phoenix. He is a small man, rather dirty and shabby. He is often involved in shady activities, such as smuggling, and has a reputation for being a thief and a liar.

Fleur Delacour is a beautiful and intelligent witch, and a part-veela, with part-fairy blood. She is tall, slim and graceful, with striking silver-blonde hair and blue eyes. She is one of the champions in the Triwizard Tournament, and eventually marries Bill Weasley.
