There were 24 tributes (12 boys and 12 girls) who participated in the Games. They were chosen from the 12 districts of Panem.
The three people on stage you might be thinking of are the Gamemakers:
* The Head Gamemaker: This person is the overall leader and organizer of the Games, responsible for the challenges and rules.
* Two other Gamemakers: They are the assistants to the Head Gamemaker and help to oversee the Games and make decisions about the challenges and rules.
However, the Gamemakers are not the ones actually competing in the Hunger Games. They are the ones who control the Games, and they can be very cruel and manipulative.
