Who is the trainer who has torchic except steven?

There is no known trainer besides Steven who has a Torchic in the main Pokemon games. While Torchic is a popular starter Pokemon, and it's possible that a fan-made character or in a spin-off game could have one, there's no official canon example of another trainer owning a Torchic.
