Why did Jorn Utzon build the Sydney opera house?

Jørn Utzon did not build the Sydney Opera House, he designed it. The structure was actually built by a consortium of construction firms led by Ove Arup & Partners, with engineering by Peter Rice and Hornibrook Group, and project management by the NSW government.
