When is obelisk the tormentor available on reverse of Arcadia?

Obelisk the Tormentor is not available on Reverse of Arcadia. It is a card that is only available in the original booster pack set, "Legend of Blue-Eyes White Dragon."

Reverse of Arcadia is a different set entirely and does not include cards from other sets.
