Taylor was born on November 21, 1929, in Washington, D.C. He graduated from the University of Notre Dame in 1951. He then served in the United States Marine Corps from 1951 to 1953. After his military service, he attended Georgetown Law, graduating with honors in 1957.
Taylor began his legal career as an associate at the Washington, D.C., law firm of Covington & Burling. He then served as a law clerk to Judge Warren Burger of the United States Court of Appeals for the District of Columbia Circuit from 1958 to 1959. After his clerkship, Taylor returned to Covington & Burling, where he became a partner in 1967.
In 1982, President Reagan appointed Taylor to the United States District Court for the District of Columbia. Taylor was confirmed by the United States Senate on September 30, 1982, and he received his commission on October 4, 1982. He took senior status on December 31, 1995, and was succeeded by Reggie Walton.
Taylor died on August 11, 2010, in Washington, D.C. He was 80 years old.
