Why capulet let Tybalt attack romeo?

Tybalt attacked Romeo at the Capulet's ball, despite the fact that he was not invited and was an enemy of the Capulets. Rather, it was Romeo who crashed the party and attempted to dance with Juliet.

As far as I can tell, there is no incident where Capulet allows Tybalt to attack Romeo.
