It's Bart who uses his newly acquired powers from the "Curse of the Monkey's Paw" to manipulate the townspeople into gathering in the square.
He does this by tricking them into thinking he's a mystical being granting them wishes. The result is a massive mob of Simpsons residents, all expecting a miracle from Bart!
