Why does cladius tell his courtiers that Hamlet --mad as he is-- must not be confined?

In "Hamlet," Claudius keeps Hamlet at arm's length, neither confining him nor allowing him completely freedom so that he might discover the truth behind the ghost's revelations while also preventing any rash actions that could jeopardize Claudius's position.
