Why are Elizabeth and Will Turner not appearing in Pirates of the Caribbean 4?

Elizabeth Swann and Will Turner were not in Pirates of the Caribbean: On Stranger Tides (2011) because their story arc had concluded in the previous film, Pirates of the Caribbean: At World's End (2007).
