Who is the villain in The Simpsons Movie 2?

There isn't a "The Simpsons Movie 2". There was only one movie, released in 2007. The film featured Russ Cargill as the main antagonist, a paranoid, environmentally-obsessed EPA agent who tries to destroy Springfield to save the world from the pollution they create.
