Are all open strings on guitar supposed to be muted the time?

No. Only the strings that are not intended to be played in a particular musical passage should be muted. For example, if a guitar player is playing a melody on the high E string, the other five strings should be muted to avoid unwanted noise. However, if a guitar player is playing a power chord, all of the strings may be allowed to ring out to create a full sound.
