I live in Ontario Canada and am wondering is there any type of short wave radio or scanner can buy that receives voice cell phone signals?

Unfortunately, it's not currently feasible to buy a shortwave radio or scanner that can receive voice signals from cell phones in Canada. Cell phones primarily operate in the ultra high frequency (UHF) and microwave frequency ranges, which are beyond the spectrum that traditional shortwave radios and scanners can receive.

Additionally, the signals used for cellular communications are often heavily encrypted and coded, making it challenging to intercept and decode them without specialized equipment and technical expertise.
