When will tv broadcasters start using the 1080 format?

1080 format is already used by TV broadcasters.

In 2009 the Advanced Television Systems Committee standard for ATSC 3.0 was published, which is widely considered the "next generation" standard for terrestrial over-the-air broadcasting. ATSC 3.0 was designed to be highly flexible, allowing broadcasters to choose between different video formats, including 1080p, 4K, and even 8K.

Many American TV stations have been broadcasting ATSC 3.0 content in 1080p since 2020, and the number of stations doing so is growing rapidly.
