Write your idea out and flesh it out into a complete television bible. A television bible typically includes a logline, one page synopsis, full treatment, future episode concepts, as well as character lists and descriptions. Study the format and structure of other television bibles and type all of this up to make it conform to industry standards.

Go through the writer's guide and mark producers looking for television ideas. The listings will give you the producers' methods for submission whether it be a query letter, an email, an agent submission or a recommendation. Mark every producer that is seeking things that sound like your concept.
Write a short query letter. Go through your submissions and email it to those requesting email submissions. Print out query letters and address envelopes. Enclose self addressed stamped envelopes for those seeking mail submissions only.
When you get a request for your television concept, read the request carefully. Some people only want the synopsis and treatment while others will want the full bible or may even want to see a spec script. Follow up all on your requests and hope for a pitch meeting where you will get to meet the producers face to face.
