Who owns the airwaves?

No individual person or entity "owns" the airwaves; the airwaves are considered a public resource. Instead, the government regulates and allocates the use of the airwaves to various users and services, such as broadcasting stations, mobile phone operators, and aircraft communications. This regulation is typically carried out by a government agency responsible for spectrum management, such as the Federal Communications Commission (FCC) in the United States or Ofcom in the United Kingdom. These agencies allocate specific frequency bands for different uses, set technical standards, and issue licenses for the use of the airwaves.
