Budget the screenplay. Because the screenplay is the plan for the movie, a good production manager can read it an estimate what it will cost to make it into a movie.
Raise the money for the movie. Contact producers and production companies that might be interested in the script. Attend film festivals and film markets. Go wherever potential financiers will be.
Hire a production team capable of making a movie. This means experienced and qualified personnel. The first person to hire is a capable director and/or producer. Next is the cast. If you can afford movie stars, it is always nice to get them since they can help raise financing and could increase the box office take. If you already have a script, you don't need to hire a screenwriter, unless you feel that the story could be punched up with a rewrite.
Assemble the rest of the production physical team. This includes: the production manager, director of photography, editor, production designer, set decorator, sound engineer, and any other department heads you might need depending on the budget of the movie. This also includes hiring the crew that will work under the department heads, such as camera operators, electricians, makeup and wardrobe personnel. If the movie is very low budget, you will need fewer crew members and even some who can do more than one task.
Schedule the shooting of the movie. A movie screenplay is not filmed in the same sequence as it is written. It is shot according the circumstances of the actor's schedules, the availability of shooting locations and how a director chooses to guide the production.
Prep the production of the movie. Again, using the screenplay, the department heads work alongside the director to plan what the film will look, sound and feel like. Everyone reads the screenplay and delivers their ideas to the director and producer. The director usually lays out a visual blueprint of the movie, also known as a storyboard, at this point.
Shoot the movie. A good screenplay and a great cast are key to the successful preparation of a movie. A good director should be able to guide the production successfully.
Post-produce the movie. At this stage, the scenes from the movie are edited together to make a cohesive narrative whole, based on the story laid out in the screenplay.
