Select a location where you want to shoot your movie. Get permission to film on private property in the form of a written agreement.
Search online for the film commission in the jurisdiction where you plan to shoot your movie (for example, California Film Commission or Louisiana Film Commission). Contact the film commission. They can instruct you about their authority to issue a film permit.
Supply the film commission with all of the required documentation, including a permission to film form, the movie script, a shooting schedule and a parking plan for production vehicles.
Secure the appropriate insurance with the minimal monetary amount required. A "Hold Harmless Agreement" and worker's compensation are also required with most policies.
Submit the insurance to the film commission. In addition, submit any permit application fees, including location fees and any fee payable to the local municipality.
