How do you get to the locked house in Canalave City Pokemon Diamond?

The locked house in Canalave City is the home of Sailor Eldritch. To get inside you will need the SecretKey (ひでんのかぎ), which is given to you by the sailor's wife in Sunyshore City after you have defeated the Pokemon League Champion Cynthia and become the Pokemon League Champion yourself.
